He would be able to use the Glasswings for this purpose, yes!

The other two creatures you listed would be more difficult to get ahold. Nulls would likely offer a more complete scrambler, but getting fifteen of them would be near impossible in such a short period of time. Whispervipers do emit the static via an additional organ (located just behind behind their hindbrain, if you're feeling adventerous).
